Objective: Improve infrastructure to promote economic development of urban areas, act as a driving force for economic development in the western region of Thanh Hoa, Vietnam, improve the quality of the living environment and minimize impacts of climate change on the people, realizing the goal of hunger eradication and poverty reduction for the people. This project is invested by Thanh Hoa Traffic Project Management Board II. - Project implementation: Organizing construction site premises, construction equipment, and warehouses for gathering materials and waste, arranging entrance gates, barriers, signs, water supply, drainage, traffic, and communication lost during construction.

Achievements: Construction of the project connecting the western districts of Thanh Hoa is a major project, implementing the Government's hunger eradication and poverty reduction program (program 30a) for ethnic minorities in the mountainous areas of Thanh Hoa, and has supported Support investment in infrastructure construction in poor districts, build and upgrade about 200 km of roads, contributing to improving infrastructure, socio-economic development and poverty reduction in the districts. Contributing to supporting people's economic development, gradually escaping poverty effectively, and changing people's lives. With the achieved results, the poverty reduction goal in Thanh Hoa province in the period 2016 - 2020 has achieved many important results. The poverty rate decreased by an average of 2.24%/year, basically achieving the planned target and belonging to the group of provinces with the fastest poverty reduction rate in the country; The rate of reduction in poverty rate in mountainous districts is always 1.8 times higher than the province's average, of which 7 poor districts are 2.2 times higher than the province's average; The problem of creating jobs, increasing income, and the lives of poor households, near-poor households, and households newly escaping poverty have clearly improved. Essential infrastructure to serve production and life in poor districts, poor communes, ethnic minority areas, and areas with particularly difficult socio-economic conditions has been strengthened; Access to basic social services is increasingly enhanced. Typically, Nhu Xuan district (one of eight districts in the country) escaped a particularly difficult situation.
